Peer-based Syringe Removal Team

The Boston Public Health Commission (BPHC) is the local public health department for the City of Boston. BPHC’s mission is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities. The Bureau of Recovery Services (BRS) works with partners from across government and communities to address substance use disorder and the needs of people who use drugs. Through outreach, engagement, advocacy, referrals, harm reduction, and recovery services, BRS helps people access the support they need.

BPHC BRS is issuing a Request for Proposals (RFP) to identify qualified individuals or organizations with expertise in operating employment and cleaning services, syringe disposal, and peer-based programming for people who use drugs (PWUD). The chosen vendor will run a program that provides a low-barrier work opportunity for PWUD, removing syringes and used harm reduction supplies from Boston streets, while at the same time offering program participants job training and skills building. Additionally, the program will connect participants to life-saving social services like medicine for opioid use disorder and housing.

Community-Led Response to Mental Health Crisis: A Pilot

The Center for Behavioral Health and Wellness was established in 2022 in response to the growing need for evidence-based, effective, and meaningful behavioral health resources. The Center aims to promote and coordinate behavioral health and wellness programming across Boston. We envision a community where all can achieve their ideal behavioral health and wellness, through just, trauma-informed, and intersectional approaches.

As part of ongoing collaboration by the Boston Public Health Commission and the City of Boston, to enhance mental health crisis response services within our community, we are excited to invite organizations to respond to this Request for Information (RFI) to inform our strategy, with future potential to participate in this groundbreaking Community-Led Mental Health Crisis Response pilot project. Our goal is to gather information to support the implementation of a non-police, non-carceral, community-led mental health crisis response that fosters community engagement and support, while minimizing response from law enforcement, Emergency Medical Services (EMS), and clinical providers who are mandated reporters, in mental health crisis situations.

Relaunch of Laundry Facility: Needs Analysis and Feasibility Study

The Boston Public Health Commission (BPHC) mission statement is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities.

Prior to the closure of Long Island Bridge in October of 2014, the Homeless Services Bureau (HSB) operated a large-scale laundry service, serving multiple shelters, recovery, and residential programs Commission-wide. The HSB has a strong interest in reopening the laundry service to regain autonomy over its laundry needs, increase our vocational and workforce development programs, and operate at the same or reduced cost.

HSB is seeking proposals from qualified individuals or businesses to assess, evaluate, conduct a feasibility assessment, and create an implementation plan for a relaunch of laundry facility. It would be necessary to evaluate the space to assess the capacity for commercial grade washers and dryers to accommodate a weekly volume of between 3,000 and 3,600 pounds of laundry.

Trauma-informed School System Transformation at Boston Public Schools

BPHC has a stated priority to promote racial justice and health equity that advances our vision of achieving optimal health and well-being for all Boston residents. In alignment with this priority, BPHC is seeking vendor(s) with extensive knowledge and experience in utilizing racially just, trauma-informed methodologies for school system transformation. Ten BPS schools have been chosen for TISST transformation, in collaboration with the Superintendent, Chief of Student of Support, and by the use of the BPS Opportunity Index, as well as consideration of the numbers of safety calls, day to day clinical acuity and need, and rates of district crisis response.

BPHC is issuing a Request for Proposals (RFP) to identify qualified individuals or organizations with expertise in bringing culturally sensitive, culturally humble, racially just trauma-informed care to school systems.

The chosen vendor will collaborate with Boston Public Schools (BPS) to develop and implement a comprehensive framework to effectively address mental health and trauma-related needs for ten BPS school communities: students, teachers, staff, and administration alike. The proposed framework should align with evidence-based approaches and best practices to empower BPS to become a pillar of support and resilience for school communities who face significant concurrent mental health and trauma challenges. As noted by the Massachusetts Department of Elementary and Secondary Education “we must be aware of the prevalence of trauma in the lives of the children in our schools.

The proposals will also include Load Balancers that will be configured to span both Boston and New Jersey locations. The new network will require hardware and turnkey installation services.
