As a key member of the the Office of Workforce Development (OWD)/Worker Empowerment (WE) team, the Program Manager will develop and implement workforce development and job training opportunities for adults seeking to secure professional employment with access to a living wage, employment benefits, and opportunities for career advancement. This role includes program expansion, addressing labor market dynamics, workforce shortages and evolving skill demands, and engaging a diverse workforce, including but not limited to LMI residents, returning citizens, recent immigrants, and youth. Reporting to the Director of Operations, or as directed by the Chief of Worker Empowerment, this individual will provide leadership and budget management for programs and special projects focusing on employment, job training, and linkages to post-secondary education for youth and adults; issue guidance and recommendations on policies and programming; provide direction and support for research and evaluation, as well as grants development, submission, and administration.
This individual will also collaborate with OWD/WE staff on department initiatives building, fostering, and supporting Boston communities that are interested in or are implementing economic inclusion strategies through OWD’s community-based partnerships and programs.
Salary Range: $80,526.00 to $92,604.00 Annually
Under the direction of the Chief of Worker Empowerment WE; Director of Operations, Office Workforce Development (OWD); or their designees, manage the development and implementation of programming for case management services, transitional employment and career services, alternative education and out-of-school youth programs in collaboration with City, community and law enforcement agencies as well as the Boston Public Schools. Collaborate to ensure the success of the YOU Boston initiative in meeting its objective of increasing the employment rate for 14 to 24 year old court-involved/high risk youth and, where possible, assisting them in obtaining career focused opportunities. Supervise coordinator level case management and career development staff; assist the Chief in securing new financial resources, developing new partnerships and improving the service delivery systems of the programs. Collaborate with other WE departments where possible. This position will also receive guidance from Deputy Chief of Youth Employment and Opportunity.
Salary Range: $97,436.00 To 112,051.00 Annually
To help connect low-income Boston residents to job skills training, post-secondary education, and financial resources that facilitate economic opportunities and financial stability, the Data Systems and Evaluation VISTA member will increase the overall evaluative capacity of Office of Workforce Development’s (OWD) new and developing programs. This role will focus on refining existing and creating new data collection tools and processes, improving qualitative and quantitative data collection practices and data quality, assisting with tracking participants’ progress throughout program and post program completion, including creating feedback loops that will facilitate a cycle of community input and responsive program improvement.
The VISTA will provide evaluation support for key programs including Boston Saves, City Academy, and Tuition Free Community College. This role is an excellent fit for someone interested in learning more about program design, evaluation and data management in public agencies.
