Public Facilities Commission Meeting (PFD)

ATTENDANCE
On March 28, 2025, Governor Healy approved an extension to remote and hybrid meeting options for public bodies established under Former Governor Baker's Executive Order of March 12, 2020, Suspending Certain Provisions of the Open Meeting Law through June 30, 2027. The Public Facilities Commission (PFC) will continue to conduct its meetings virtually and to ensure its public access to its deliberations through adequate, alternative means.

For public participation requests, please email PFC@boston.gov. Any and all requests for public participation must be received no later than the commencement of this Public Facilities Commission meeting (10 a.m.).
These practices in effect since May 11, 2020, will remain in effect until further notice. Updates to these practices will be posted as appropriate.

Contract to Skanska USA Building, Inc.: To provide owner project manager (OPM) services for feasibility study through the schematic design phase associated with the 2025 MSBA ARP Roofs and Heat Pumps at two (2) schools project located in Jamaica Plain and Roxbury.Contract Price: $20,000That the Director be, and hereby is, authorized to request from the Mayor, in the name and on behalf of the Commission, written authority to award a contract, pursuant to the Massachusetts School Building Authority’s (MSBA) guidelines for its Accelerated Repairs Program (ARP) to Skanska USA Building, Inc., a Delaware corporation, with an office located at 101 Seaport Boulevard, Suite 200, Boston, MA 02210. Under the terms of this contract, Skanska USA Building, Inc. will provide owner project manager (OPM) services for feasibility study through the schematic design phase associated with the 2025 MSBA ARP Roofs and Heat Pumps at two (2) schools located at:Margarita Muniz Academy, 20 Child Street, Jamaica Plain (Heat Pump)Orchard Gardens School, 906 Albany Street, Roxbury (Roof and Heat Pump)The OPM services and fees are limited to the feasibility study through the schematic design phase of the project at a cost not to exceed $20,000 for base services. The term of the contract will be through September 17, 2027 for the schematic design portion of the contract.The Director is, also, authorized to execute such contract, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.

Carter School project located at 396 Northampton Street, South End.Increase of $25,850That the votes of this Commission at its meetings of August 27, 2025, May 22, 2024, September 25, 2019 and November 13, 2019 and, thereafter, as corrected on February 12, 2020 and amended on August 18, 2021, regarding a contract with LiRo Program and Construction Management, PE P.C. to provide owner project manager (OPM) services associated with the William E. Carter School project located at 396 Northampton Street, South End;be, and hereby is, amended as follows:By deleting the following words and figures: “at a cost not to exceed $3,650,513, including a total of amended base and additional services of $368,500.” and substituting in place thereof the following words and figures: “at a cost not to exceed $3,676,363, including additional services of $25,850.”The Director is, also, authorized to execute such contract assignment and amendment, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.
