BERDO THIRD-PARTY DATA VERIFICATION

The City of Boston, acting by the Environment Department, 1 City Hall Square, Boston, MA ,02201 hereinafter referred to as the Awarding Authority, hereby invites proposals for the project listed above. The successful respondent will provide the service of a third-party data verifier for the Building Emissions Reduction and Disclosure Ordinance (BERDO) first emissions compliance year in 2026. BERDO is a local law that aims to reduce air pollution and greenhouse gas emissions generated by large buildings in Boston. Building owners subject to BERDO are required to report their buildings’ annual energy and water consumption. The selected vendor will verify the City’s aggregate portfolio of municipal building energy and water data from calendar year 2025 and ensure the data is correct and submitted before the reporting deadline of May 15, 2026.

Proposals will be solicited from vendors through the City of Boston’s Supplier Portal: boston.gov/departments/procurement. The request for proposal will be live on December 1, 2025 at 12:00pm.

All proposals for this project are subject to all applicable provisions of law and in accordance with the terms and provisions of the contract documents entitled: BERDO Third-Party Data Verification.

Proposals shall be submitted before 12:00 P.M., Boston time, Wednesday, December 31, 2025 and opened forthwith.
