Project Title: West End Branch Library

Pursuant to Massachusetts General Laws Chapter 7C, §§ 44-57, the City of Boston's Public Facilities Department (PFD),  hereinafter referred to as the Awarding Authority,  is requesting Statements of Qualifications (SOQs) for design services including: Schematic Plans and Outline Specifications; Design Development Plans and Specifications; Construction Plans and Specifications; Administration of Construction Contract; and Construction Supervision for the West End Branch Library project with an estimated construction cost of $25,599,434.54.

 

The scope of services consists of professional services from a design team with broad experience in planning, design and construction in an urban environment, for a new West End Branch Library located at 151 Cambridge Street, Boston MA, 02114. The project is a Housing with Public Assets (HWPA) project and includes 119 units of housing provided by an affordable housing developer. The library will be designed and built as a fit out within the larger core and shell space provided by the housing developer. The design team hired by PFD will be required to coordinate with the housing developer and their designer on elements of the building core and shell that impact the library space. 

Completion shall be 260 weeks after execution of a contract. Applicants must be a registered Architect in the Commonwealth of Massachusetts. The project will be performed under M.G.L. c.149A.

Applicants must provide the names of key personnel and consultants that will be utilized on this project for the following disciplines: Civil Engineer, Structural, Plumbing, Electrical, Code Consultant, Telecommunications & Data, Interior Design, HVAC, Lighting, Spec. Writer, FF&E, Landscape, Fire Protection, Fire Alarm, Cost Estimator and Elevator Consultant.

Applicants, at a minimum, must have prior experience on projects in the following settings:  Urban, Leadership in Energy and Environmental Design (LEED) and Community Engagement 

Application Package will be available on or about September 16, 2024, at 9 a.m. and may be obtained by requesting access via email to bid.info@boston.gov. 

All technical questions are to be submitted to PFD’s Bid Counter by email at bid.info@boston.gov on or before September 23, 2024, no later than 12 p.m.

Completed SOQ packages must be returned to the Awarding Authority by October 2, 2024, no later than 12:00 p.m. at 2 Center Plaza, Suite 700, Boston, MA 02108.   Please submit one (1) hard copy bound and two (2) USB flash drives with pdf format and place all contents in a sealed package marked: West End Library, Project No. 7317.
