The City of Boston’s Department of Neighborhood Development (DND) and the Community Preservation Act (CPA) are issuing this Request for Proposals (RFP) to provide access to $20 million dollars available of HOME, CDBG, Housing  Boston  2030,  Inclusionary  Development  Policy  Funds  and  Community  Preservation  Funding. Approximately $16  million  dollars  of  resources will  support  qualified  proposals  from  non-profit  and  for-profit developers of affordable rental, cooperative and homeownership developments.  DND will provide up to $4 million dollars of funding for supportive housing for homeless and/or aging populations.

It is the administration’s expectation that these funds will help to increase the production of housing that is affordable to a mix of incomes, support housing developments that seek to maintain mixed-income communities, and also help preserve existing at-risk developments.   The City also seeks proposals from developers committed to producing as many units as possible accessible to extremely low-income residents of Boston.

There will be a Applicants Conference on August 25, 2021 at 10:00 am.  Interested applicants may register at https://boston-gov.zoom.us/meeting/register/tZcsf-ygpz4iHdSjjnPqo1rMdYu… After registering, you will receive a confirmation email containing information about joining the meeting. Prospective applicants are strongly encouraged to attend this session so that DND staff can review the requirements of the RFP and answer questions about the application process.

Applicants are strongly encouraged to submit a Letter of Intent by August 27, 2021 at 4:00 PM.  The Letter of Intent should specify the required information as instructed in the RFP.  The Letter should be emailed to the attention of Christine  O’Keefe  at  christine.okeefe@boston.gov.  Prospective applicants are also strongly encouraged to contact DND staff to discuss their individual project before submitting a full proposal.

The  RFP  application  package  will  be  available  on August  9,  2021  and  can  be  downloaded  by registering  at   https://boston.gov/dnd/rfps. If  you  are  unable  to  access,  please  contact  Christine  O’Keefe  at christine.okeefe@boston.gov. Completed proposal applications must be submitted as instructed and returned directly to the DND, 12 Channel Street, Boston, MA, 9th Floor by Friday, September 24, 2021 no later than 4:00 PM.
