The City of Boston’s Department of Neighborhood Development (DND) sells city-owned properties to private buyers to encourage development in the City.  One of the goals of DND’s land disposition is to reduce the amount of unused, neglected property existing in the City, placing it back on the tax rolls and adding to the inventory of mixed-income housing.  DND’s land disposition process helps alleviate the housing crisis by enabling DND to offer buildable lots to home builders/developers to encourage construction of housing in Boston’s neighborhoods for a range of affordability levels.  

This Request for Proposals (RFP) offers the public a chance to submit proposals on parcels of land owned by the City of Boston in the Roxbury neighborhood of Boston. The RFP seeks to secure development of the parcels for residential purposes under the city’s Neighborhood Homes Initiative.     

This RFP is soliciting proposals for development of the parcels located at:

35 Waverly Street (Ward12 / Parcel 00446000), Roxbury; 50-52 Waverly Street (Ward12 / Parcel 00439000), Roxbury; 64 Waverly Street (Ward12 / Parcel 0043500), Roxbury and 58 Clifford Street (Ward12 / Parcel 00475000).

The sites, totaling approximately 26,082 square feet of vacant land, are intended for sale by the City pursuant to the RFP.  The properties are being offered as is.  Proposals must include all parcels in this package. 

The RFP package will be available on November 9, 2020 and can be downloaded by registering at https://boston.gov/dnd/rfps.  If you are unable to access, please contact the Project Manager.  Due to the ongoing health precautions that the City has taken due to COVID-19, Completed RFP responses must be submitted electronically by December 14, 2020, no later than 4:00 PM. Please go to https://boston.gov/dnd/rfps for detailed instructions on how to submit RFP responses. 

A Virtual Applicant Conference will be held on November 18, 2020 at 1:00 p.m. Interested participants must email Kirsten.studlien@boston.gov to register for the conference.

Completed proposal applications must be submitted as instructed through DND’s online portal at https://transfer.boston.gov by December 14, 2020 no later than 4:00 PM.
