Project Goals
The 150 River Street project site is located on a 42,000 square foot previously vacant parcel on city owned land located off of River Street in Mattapan near the Neponset River.
DND held community meetings in 2016, 2017 issued an RFP in Spring 2017 with regards to this parcel and for affordable elderly housing. Following discussion with the community and evaluation of the responses, DND determined not to proceed with either development team.
DND held a community meeting on February 6, 2018, in the Great Room at the Foley Senior Residences to discuss the future use of this site. On February 26th, a new RFP was released for affordable elderly housing. The responses were reviewed and eligible potential developers were allowed to present their plan to the community in the Summer of 2018..
On June 13, 2018, DND held a community meeting at the Foley Senior Residences for developer presentations. The three development teams that responded to the RFP gave brief presentations outlining their draft plans for the site. Copies of the presentations are attached for review. DND will gathered community input and reviewed submitted plans before making a final decision.

Following discussion with the community and evaluation of the responses, MOH determined not to proceed with either development team.

MOH gathered community input and reviewed submitted plans before selecting The Planning Office for Urban Affairs and the Caribbean Integration Development Corporation as a designee for the site and funds. The development team received state and federal funds in early 2024 which allowed construction to begin shortly thereafter. Following an ~18 month construction period, the project received its Certificate of Occupancy in October 2025. Applicants selected through the affordable housing lottery have since moved in to the building.
