Resilient Border Street Waterfront Project

The City of Boston, acting by the Environment Department (City Hall Room 709, Boston, MA, 02201), is seeking proposals for technical services in support of a coastal resilience infrastructure design project for the central Border Street waterfront in East Boston.

Consultant services for this project will have two core functions: 

Technical Services: core tasks include project management, site investigations, an engineering assessment, 30% schematic design, and community and stakeholder engagement support. This requires expertise in landscape architecture, civil engineering, structural/geotechnical analysis, coastal modeling, stormwater management, environmental permitting, etc. 

Facilitation Support: core tasks include process facilitation and community and stakeholder engagement support. This requires expertise in facilitating meetings with diverse stakeholders, conflict resolution/mediation, developing project charters, and documentation and summarization of feedback.

Applicants may choose to apply for either function as separate proposals (i.e. Technical Services or Facilitation Support), or jointly as a single proposal with two teams (i.e. both Technical Services and Facilitation Support).

Copies of the Request for Proposals (RFP) containing proposal requirements, selection criteria, and other relevant information will be available from the City’s purchasing website and Supplier Portal (http://www.boston.gov/procurement) under Event ID EV00013242 or at the City of Boston’s Environment Department, Room 709, Boston City Hall, Boston MA 02201 from Monday, October 30, 2023, until the proposed deadline.

To apply, project proposal submissions must include a technical proposal and a separate price proposal. All proposals must be received via the Supplier Portal by the City of Boston Environment Department on or before 2:00 PM on Monday, December 4, 2023.
