REQUEST FOR PROPOSALS TO PROVIDE TECHNICAL SUPPORT FOR BUILDING EMISSIONS PERFORMANCE STANDARD

The City of Boston, acting through the Environment Department and its Climate Action Plan, is seeking a qualified consultant or team of consultants to provide technical services in technical and engagement support to becoming carbon neutral by 2050. This project will be retrofitting large- and medium- sized existing buildings and producing and purchasing renewable energy to power their operations is key to reach this carbon neutrality goal.

Our challenge

The chosen consultant will be expected to perform an in-depth building energy data analysis to develop frameworks and cost impacts for mandatory GHG emissions targets by building type that decrease over time. The chosen consultant will also convene and facilitate technical discussions with an advisory group. Using information provided by the City, the advisory group and its data analysis, the consultant will develop recommendations, including proposed targets by building type, example compliance strategies, and aggregate cost estimates.

With this Request for Proposals (the “RFP”) the City is seeking a qualified consultant or team of consultants to convene a Technical Advisory Group (TAG) consisting of high performance building science experts, construction industry representatives, government officials, affordable housing experts, architects, engineers, and building operators to provide technical expertise needed to develop an emissions performance standard for existing buildings. 

The RFP is open to any vendor who would like to respond, and the City encourages participation from small, local, minority-owned, women-owned, and veteran-owned businesses. To support equality of opportunity for these businesses, we also encourage respondents to solicit for the subcontracting of goods and services from certified businesses. The City’s directory of certified businesses is available at cityofboston.gov/slbe/search.

The City of Boston (the City), acting by its Commissioner of the Environment Department (the Official), invites sealed bids for the performance of the work generally described above, and particularly set forth in the RFP which may be obtained at Boston City Hall, One City Hall Plaza, Room 709, Boston, MA 02201 or via the City of Boston Vendor Portal (boston.gov/procurement; search for Event EV00007547), commencing at 9:00 a.m. Eastern Time (ET) on January 6, 2020.   The RFP shall remain available until the time of the bid opening. Every Response shall be submitted in accordance with the instructions provided in the RFP. All Responses must be delivered no later than 12:00 p.m. (ET) January 21, 2020 at Boston City Hall, One City Hall Plaza, Room 709, and Boston, MA 02201 or via the City of Boston Vendor Portal. Responses delivered by the 12:00 p.m. (ET) January 21, 2020 deadline for submission will be publicly opened by the Official or his designee immediately thereafter in Boston City Hall, Room 709. 

The attention of all bidders is directed to the provisions of the RFP and contract documents, specifically to the requirements for bid deposits, insurance and performance bonds as may be applicable. 

A performance bond equal in amount to the amount of the contract shall be required from the successful vendor. 

The City of Boston affirmatively ensures that Disadvantaged Business Enterprises (DBE), Small Local Business Enterprise (SLBE), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran Owned Small Business Enterprise (VOSBE) firms shall be afforded full opportunity to submit qualifications in response to this and will not be discriminated against on the basis of race, color, national origin, ancestry, disability, gender, transgender status, political affiliation, age, sexual orientation, or religion in any consideration leading to the award of contract.
