Elaine Lian

Grants, Budget, and Development Manager

Elaine serves as the Grants, Budget, and Development Manager in the Department of Youth Engagement and Opportunity. Her role supports the management of all grant-related initiatives, oversees the department's budget, ensures fiscal and stewardship responsibilities, and creates opportunities for funding and development to support programs, services, and activities.

Before joining the City of Boston, Elaine worked as an Events and Resource Manager at Fenway Community Development Corporation. In this role, she was responsible for grant management, cultivating relationships, planning events and fundraisers, and supervising interns and volunteers. Her expertise in event management and fundraising has proven invaluable in supporting the department's goals.

Elaine's commitment to empowering underserved communities extends beyond her work at the City of Boston. She also co-founded a nonprofit coding school that provides more S.T.E.M. learning opportunities for lower-income families and underrepresented students. Elaine's leadership and dedication to the school's financial management, staff supervision, and student safety have helped create a learning environment that fosters growth and achievement.

Elaine holds a Masters in Nonprofit Management from Northeastern University and an MBA degree with a major in accounting. Her academic background and professional experience have equipped her with a unique skill set that is invaluable to the success of the department.

In her free time, Elaine enjoys hiking, swimming, and traveling. Her adventurous spirit and love for exploring new places align perfectly with her passion for empowering youth and creating positive change in the community.
